A Polygraph Instructor certified in the Forensic Psychophysiological Detection of Deception, Withro "Herb" Wiggins is the founder and lead polygraph examiner for CNY Polygraph, LLC. Herb has 30 years of police/investigation experience with the Onondaga County Sheriff's Office. He graduated from the NECTC Polygraph Institute in 2009 where he later Instructed Polygraph Techniques. Since 2009, Herb has administered polygraph exams to thousands of law enforcement candidate's throughout New York State and Georgia, as well as criminal cases in New York State and Connecticut that include homicide, arson, child abuse, sex abuse and burglaries.

In 2014, Herb instructed Polygraph Techniques at the NECTC Polygraph Center. The curriculum he instructed meets the guidelines set forth by the 
American Polygraph Association; American Association of Police Polygraphist; and

American Society of Testing and Materials. 

Herb has over 39 years of government hiring procedures and has conducted over 2000 polygraph exams for the Public, Law Enforcement, Military, Public Defenders Office, Judges and Attorneys throughout the Northeast.
